TANet2 Acceptable Use and Routing Policy

  1. The TANet2 network is provided to advance the deployment of the information society in Taiwan through the support of research, education and advanced application development among Taiwan's research, education and industry organizations. The network is provided to support those advanced activities that would be impossible to properly develop and deploy on the existing Internet infrastructure.
  2. All connections to the TANet2 network should be through a TANet2 approved POP. Direct connects to the network of any other kind without the explicit approval from TANet2 are not allowed.
  3. The POP administrator is responsible for restricting access to and use of the TANet2 network in accordance with the requirements specified in this document and as stipulated by TANet2 in consultation with the TANet2 Policy Committee.
  4. Approved use of the TANet2 network is achieved on an institutional basis. ALL of the institution's traffic destined to another institutionally approved user is considered eligible to transit TANet2. However, the application projects approved through the review process defined by the TANet2 Policy Committee may have higher priority in the event of congestion if technically possible.
  5. The TANet2 network provides for fully routed IP over ATM connectivity and point to point native ATM connectivity. Institutional approval only applies to the fully routed IP portion of the network. Use of the native ATM portion of the network is only available on a project approval basis. Institutional approved organizations, who wish to use the native ATM portion of the network, must submit project applications to the TANet2 Policy Committee for approval.
  6. Accredited Taiwan's universities and national research institutes who are connected to a TANet2 approved POP and who are carrying out meritorious application projects can apply for institutional approval (Tier As) and should be reviewed by the TANet2 Policy Committee. All Tier A organizations can have full access and use of the TANet2 network.
  7. All other organizations who have promising application projects and wish access to TANet2 must be approved by the TANet2 Policy Committee (Tier Bs). Typical Tier B organizations may include colleges, government departments, commercial laboratories, and so on. Such approval may be conditional on the applicant conforming to certain networking requirements and the connection may be of a limited duration.
  8. In Taiwan any Tier A or Tier B organization can connect and communicate with any other Tier A or Tier B and vice versa.
  9. TANet2 Tier A organizations may be eligible to communicate with equivalent Tier A organizations connected to advanced networks in other countries. Equivalent Tier A organizations currently include vBNS vAIs and CA*net ¢º Tier As.
  10. On a case by case basis Tier B organizations may be eligible to communicate with equivalent Tier As or Tier Bs connected to advanced networks in other countries. Such connections must be approved by TANet2 Policy Committee and the relevant country/organization.
  11. Transit connections between US (or Europe) and Asia may be allowed over TANet2. However, all transit connections may be considered as Tier B connections and may be subject to the usual Tier B restrictions, except where blanket peering agreements have been negotiated.
  12. All organizations that connect to TANet2 through a participating POP must maintain a separate link to the Internet. It is expected that most of the organization's production traffic will continue to flow over this link. As approved by the TANet2 Policy Committee the POPs must use some form of explicit routing or policy based routing to segregate the traffic that is destined for the global Internet versus that destined for TANet2.
  13. Recognizing the immaturity of routing technologies it may not be possible to rigidly enforce traffic segregation and as such, on a case by case basis, exceptions will be made to the above routing requirements until such a time as the appropriate policy based routing technology is available.
  14. This above statement applies to use of TANet2 only. TANet2 expects that connecting networks will formulate their own use policies. TANet2 Policy Committee will resolve any questions about this Policy or its interpretation.
